In conclusion my Directors submit that the dictates of

both policy and equity demand that the concession of running tram-

ways in Kowloon should be given to my Company. The public utility

services of the Colony, which are carried on with such advantage

to the public, all originated in private initiative and at private

risk and any policy tending to discourage such initiative is

calculated seriously to prejudice the interest of the public in

the future.
